is it time for el paso & las cruces to be considered a metro area??

doing so would place the new mexico suburbs nest to us, sunland pk,chaparral, ST in our metro area instead of las cruces & also if combined, we'd be a million plus...780 K in el paso, 220 K in dona ana county...
