JOB PURPOSE:<br>
The position of Program Manager is to manage all operations in designated areas.  This position assists the company in strategic planning and supporting company-wide marketing efforts when and where needed.  Be responsible for providing overall Field Contract administration and coordination on a mega program or mega project of a diverse and complex nature.  Supervises assigned staff to verify that the Contractors activities are monitored and controlled in accordance with design specifications and contractual requirements.  Primary on-site liaison between Client, Company Personnel and Contractor for resolution of project issues.  Implement on-site procedures to assist staff in performing their work.<br>

JOB REQUIREMENTS:<br>

ESSENTIAL JOB FUNCTIONS (Including but not limited to): <br>
-Oversee, direct, hire, discipline and ensure the performance of all personnel.<br>

JOB QUALIFICATIONS:<br>
 <br>
EDUCATION:   <br>
-BBA / BS Degree or equivalent experience. MS / MA Degree preferred.<br>
            <br>
EXPERIENCE:  <br>
-Background in design build construction required.<br>
-Construction Management and Employee Management experience required.<br>
-Background in estimating, and computer estimating required.<br>
-Bachelor's Degree in Civil Engineering or related field plus 10 years of relevant experience.<br>
-Professional Engineer (PE) License required.<br>
-Excellent verbal/written communications skill and ability to positively influence people across all functional areas of an organization.<br>
-General tradesman work including: electrical, mechanical, plumbing, carpentry, etc.<br>

TECHNICAL SKILLS:<br>
-ACAD drafting experience required.<br>
-Proficient with MS Office<br>
-MS Project or equivalent experience desired<br>

This position is responsible for the implementation of the company safety and environmental program at the job site. Duties include: <br>
<br>
* Ensure a positive and safe work environment by conducting general on-site safety and environmental inspections, submitting required reports and evaluations of activities, including subcontractor compliance. <br>
* Ensure that all required employees meet OSHA training requirements by providing orientation and training as needed. <br>
* Articulate, Critical thinker with influencing skills dedicated to profession & team success. <br>
* Understand & comply with safety and environmental requirements of company, regulatory authority and supply chain in conjunction with the scope of work. <br>
* Ensure safe work environment by assessing project safety conditions, investigating accidents, injuries & near miss incidents with development of corrective actions. <br>
Assist with supervisory safety inspections where permitted. <br>
* Identify project/task hazards with authority to correct hazards or terminate activities if hazards cannot be corrected in a timely manner. <br>
*Collaborate with Project Team, Project Manager, Customer/Owner, and others to resolve safety issues. <br>
* Research current safety and environmental issues in order to provide up-to-date safety instruction to field staff and subcontractors. <br>

BACKGROUND/EXPERIENCE: <br>
* Ten years experience in commercial construction industry. <br>
* Five years experience in/related to construction safety management. <br>
* 30 hour OSHA card, OSHA Outreach Trainer certification (construction) <br>
* Competent person training or experience in Fall Protection, Confined Space, Electrical, Trenching/Excavation, PPE and Scaffolding. Other related professional degrees or certificates a plus or may suffice in lieu of<br>
* Familiarity & experience with USACE EM385-1-1 a plus. <br>
* Five Years of formal safety training averaging 25 hours per year (documented). <br>
* Computer literate (Word, Excel, Outlook, View point, Share point). <br>
* CSP credential preferred <br>

PHYSICAL DEMANDS: <br>
May be required to lift up to 40 lbs. Able to perform office work, including sitting, walking, climbing stairs and ladders, kneeling & bending. The position requires good vision, or correctable to 20/20 vision, for ever-changing construction site environment & hazard recognition. <description><![CDATA[PROJECT SUPERINTENDENTS<br>

Two superintendents are needed for managing two design build child development centers at Ft. Bliss, El Paso, TX. The customer is the U.S. Army Corps of Engineers. <br>
<br>
Responsibilities:<br>
  Work in partnership with project team to identify and address issues of constructability or lack of scope during preconstruction phase<br>
  Participate in development and final review of scope, buy-out, and schedule<br>
  Research, review and address any USACE requirements or procedures to avoid project delays, ensuring client satisfaction<br>
  Develop comprehensive understanding of project strategy and commitments including financial goals, scheduling, logistics, phasing, milestones, inspections<br>
  Oversee all daily field operations to ensure proper site safety, construction progress, quality control, and a clean site<br>
  Work in partnership with Project Manager to maintain an updated and accurate project schedule that reflects the changes in project status and that meets the cost and time requirements of the project<br>
  Exceed client expectations for each project by understanding client needs, wants, preferences and culture<br>
  Demonstrate and maintain effective and open dialogue with the project team regarding changes in work, job conditions, subcontractor relations and any deviation in the direction of the project<br>
  Promote positive subcontractor relations by dealing professionally and fairly with all subcontractors and vendors instilling this philosophy in project team at all times<br>
  Maintain and review punch list process to ensure all punchlist items are addressed and executed in a timely manner.<br>
  Actively participate in all company-wide training and development initiatives, and also work with and mentor assistant superintendents and Quality Control Managers<br>

Experience:<br>
  Must have a minimum of 7 years commercial construction experience or its equivalent. Types of projects include schools, office buildings, warehouses, pre-engineered metal buildings, and large government projects. Individuals with prior experience in Government contracts will receive a strong preference. Project size must be 3+ million dollar range.<br>

Requirements:<br>
  Extensive knowledge of safety procedures and regulations<br>
  Experience in managing, training and developing people<br>
  Experience in computer technology, P3, Expedition, MS Project and Office suite.<br>
  Experience in supporting a rapidly growing organization around the complexities of executing work in the local and national arena.<br>
  Ideal candidate will have experience in one or more of the following areas: Military, Commercial  and Institutional work.<br>
  Project experience should include  military bases, urban and suburban work locations, and a complete understanding of high level finishes, structural steel, concrete and all elements in the MEP.<br>
 Relocation to Ft. Bliss, El Paso, TX may be required for this position<br>
